AGENTS OF INFLUENCE

Committee of voters of Ukraine (CVU) successfully masters the American taxpayers money.

This publication resulted from a statement by the press service of the CVU “regarding news coverage on the Ukrainian National Television News Channel (UTN) dated January, 23, 2002.

IN BRIF 

According to CVU UTN described negatively their activities more informed about CVU΄s malfunctioning. UTN was interested in the level of influence of the “ monitoring of the social – political situation in Ukraine “, the later, as known, has been generously funded by donor representatives of foreign countries.

This “quiet fighting” between a state-owner channel (to be read as a loud-speaker from “ Bankova Street”) and an “independent non-government non-profit organization” (those are often referred   to as imitators) has, probably, remained unnoticed for the majority of voters, if not for a surprising coincidence of several events. 

EVENTS 

January 15, 2002 Petro Symonenko, First Secretary of the Communist Party of Ukraine (CPU), demanded that Mychaylo Ryabets is dismissed from the post of the CEC Head and that US Ambassador in Ukraine Carlos Pascual is announced “persona non grata”. This demand was a reaction to earlier agreement upcoming election-relates assistance to Ukraine signed by US representatives and CEC Head Mychaylo Ryabets.  According to Petro Symonenko, this document foresees a 2 mln. worth“ propaganda materials” from the US to ensure fair elections in Ukraine”. 

January 27, 2002 US Ambassador in Ukraine Carlos Pascual and former US Ambassador in Ukraine Steven Pifer published an article analyze the situation in Ukraine and advising on further developments.

January 31. B. Boyko, leader of the Popular Rukh of Ukraine declared their intention to appeal to address the General Prosecutor-s Office pledging to verify financial activities of NDI institute in Ukraine. NDI  National Democratic institute) non-profit organization, one of the USAID’s contractors. It is through NDI that USAID provides political consulting and grants to Russia, Ukraine and other NIS countries aimed at fostering democratic reforms. NDI is a major donor providing grants to CVU.

February 5-6 Paula Dobriansky, US under secretary of state for global affairs arrives in Kiev with “inspection” (officially – “to familiarize with pre-election situation). She had meeting planned with state leaders, CEC representation, leaders of Ukrainian television channels and political civic organizations. Her meeting with state CVU representatives took place before the meeting with Ukrainian high – level officials. One can only guess how CVU’s Chairman Igor Popov described pre-election situation to representative of the Department of state. Igor Dolgov representative of Ministry of Foreign Affairs of Ukraine sounded more optimistic when “said that Kiev does not feel pressure from Paula Dobriansky visit”.

After comparing these facts an assumption can be mode that all this fuss and noise in pre-election situation and grew out of desire “point to a right place” various western funds their “pocket groups in Ukraine” in order not disturb Ukrainian electoral field “well shared by tapes scandals”. It is clear that key players in “monitoring the social-political situation in Ukraine” which is being carried out by the “Committee of voters“ will be pro-presidential “Za EDU” (For United Ukraine) “Zhinky za majbutne” (Women for the Future), and oligarchic SDPU (Social-Democratic Party United), DemSoiuz (Democratic Union) and Dem PU (Democratic Party of Ukraine).  The most interesting just starts here. Facts of the so-called “elections fraud by the political subjects, that are described in “monitoring” might as a grounds for further recommendation from the Department of state to the western investors to avoid cooperation with businesses that support certain political forces.

A classical case is presented – when a civic organization with the help of  “voluntary” financial injection from American funds opposes the state oligarchic system struggles for the democratic society values. It unites dozen of thousands of
volunteer observers, interprets, the tricky points of the election law and catches those hot perform violations. And all this is done voluntary basic!

For ordinary taxpayers in the West these people are heroes that oppose the administrative resource. For western foundations this is an opposability to receive large budgets programmed to support the activities of organization similar CVU, mainly them (the current US anti-monopoly laws not be covering grants to Ukrainian organization). Although there are facts that CVU’s “natural” monopoly on grants was destroyed by the IRF (Soros Foundation in Ukraine)  which became difficult in deciding “into gets the first night with bride” in receiving grants for election-relates activates.

HEROES

The Committee of Voter of Ukraine (CVU) was founded in early 1994.  It’s main activity is to deploy volunteers for election monitoring.  CVU’s major achievement was in recruiting 18,000 observers to be placed in 295 election districts during March 1998 Parliamentary elections.  This record results not from a declared number of election monitors, rather from their effectiveness - none (!) of the facts of the presumably found election fraud has been developed further; for example, election results were never recalled. 

The only pleasant exception in CVU’s “monitoring efforts” was denouncing the voting results in a “scandalous” district#221 in Kiev in 1998.  Yuriy Orobets ran his campaign several times unsuccessfully in this district; and CVU was actively publicizing their unbiased involvement in observing the fairness of the voting procedure.  This district was noticeable for an opponent of Orobets -A. Alioshin who was then supported by an oligarch Rabinovich.  Based on CVU’s opinion, this district was overwhelmed with violations, and the Committee of Voters discovered them all.   These past events could have been “burred” in CVU’s list of successful activities if not for a statement by Yuriy Orobets aired by the Era Television Company in which Igor Popov was answering Sergiy Naboka’s questions about CVU activities.  Yuriy Orobets called the studio during a live coverage and accused CVU in malfunctioning and in “wasting” American money.  His arguments were based on the fact that when he sked CVU for information about violations, it was not provided to him and he lost his campaign at the end.  Igor Popov responded to this that he doesn’t like the voice of Orobets and that he will not respond to these questions.

WHO IS HE-THE LAST HERO?

CVU’s current Board Chairman Igor Popov became its leader in 1996.  Based on one witness version, a young guy who was then a retail market vendor in the neighborhood Poland suddenly got interested in Ukraine’s social-political life and felt the necessity in assisting the Non-Partisan Committee of Voters (the old name for CVU).  In 1994 he was appointed as CVU’s regional coordinator in Chernigiv oblast.  Later on, through manipulations with “”underwater currents” in the Ukrainian youth movement which resulted in contradictions between members of the Union of Ukrainian Students (SUS) - CVU’s backbone - he became CVU’s chairman.  Unofficial sources say that his real motives behind getting involved in the student youth movement was in trying to escape from a regular military service.  The new chairman first contributed an ideology in the Committee’s function that was accepted by its founders; the gust of it was a commercial approach at a market business level.  Over a couple of years CVU’s real office moves from a temporary rented apartment, and it’s not even a half of building, but it is now a fancy office space located in the administrative building of one f Kiev’s factories (director’s daughter is one of CVU’s staff members).  CVU now owns its personal means of transportation - 8 jeep-type cars “Taiga” and a Mercedes micro van!  It’s hard to believe that all this money of $200,000 was provided by a well-known private American foundation called the Mott Foundation for the purpose of conducting an educational campaign on the Land Code in the regions.  In reality Ukrainian people managed to understand what to do with land without an additional educational campaign.  An example could be found in the article of the “Rivne Vechirnie” (Evening Rivne) newspaper.
